Bu \u00e7er\u00e7evede kamu kesimi ve hane halk\u0131 tasarruf davran\u0131\u015flar\u0131, T\u00fcrkiye gibi geli\u015fmekte olan ekonomilerde b\u00fcy\u00fcme performans\u0131n\u0131 do\u011frudan \u015fekillendiren iki kritik g\u00f6sterge olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor.<\/p>\n\n\n\n<p>Kamu Tasarruflar\u0131: B\u00fct\u00e7enin Aynas\u0131 ve Politika Alan\u0131<\/p>\n\n\n\n<p>Kamu kesimi tasarruflar\u0131, devletin gelir ve gider dengesinin bir yans\u0131mas\u0131d\u0131r. Kamu gelirlerinin harcamalar\u0131 a\u015fan k\u0131sm\u0131 tasarrufa d\u00f6n\u00fc\u015f\u00fcr; tersi durumda ise kamu bor\u00e7lanma ihtiyac\u0131 artar. Son y\u0131llarda pek \u00e7ok \u00fclkede ya\u015fanan pandemi kaynakl\u0131 mali geni\u015flemeler, afet harcamalar\u0131 ve sosyal transferlerdeki art\u0131\u015f, kamu tasarruflar\u0131nda belirgin bir erime yaratm\u0131\u015f durumda. T\u00fcrkiye de bu k\u00fcresel e\u011filimden ba\u011f\u0131ms\u0131z de\u011fil.<\/p>\n\n\n\n<p>Kamu tasarruflar\u0131n\u0131n d\u00fc\u015f\u00fck kalmas\u0131, kamu borcunun milli gelire oran\u0131 g\u00f6rece d\u00fc\u015f\u00fck olsa bile risk primlerini art\u0131rabiliyor. Zira tasarruf a\u00e7\u0131\u011f\u0131, yaln\u0131zca i\u00e7 piyasada de\u011fil uluslararas\u0131 piyasalarda da misyonunu kaybeden bir mali disiplin alg\u0131s\u0131 yarat\u0131yor. Bununla birlikte kamu tasarruflar\u0131n\u0131n g\u00fc\u00e7lendirilmesi, \u00f6zellikle b\u00fct\u00e7e i\u00e7indeki cari harcamalar\u0131n verimlili\u011finin art\u0131r\u0131lmas\u0131yla m\u00fcmk\u00fcnd\u00fcr. \u00d6rne\u011fin yat\u0131r\u0131m niteli\u011fi ta\u015f\u0131mayan ama s\u00fcreklilik g\u00f6steren kalemlerde yap\u0131lacak k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli verimlilik ad\u0131mlar\u0131 bile kamu tasarruf kapasitesine h\u0131zl\u0131 etki edebilir.<\/p>\n\n\n\n<p>Bir di\u011fer \u00f6nemli ba\u015fl\u0131k da kamu tasarruflar\u0131n\u0131n y\u00f6nlendirilme bi\u00e7imidir. Kamu tasarrufunun art\u0131r\u0131lmas\u0131 tek ba\u015f\u0131na yeterli de\u011fildir; bu tasarruflar\u0131n verimli, \u00fcretken ve uzun vadeli b\u00fcy\u00fcmeye katk\u0131 sa\u011flayacak alanlarda de\u011ferlendirilmesi gerekir. Dijital d\u00f6n\u00fc\u015f\u00fcm yat\u0131r\u0131mlar\u0131, kritik altyap\u0131 projeleri ve insan sermayesine y\u00f6nelik e\u011fitim harcamalar\u0131, kamu tasarrufunun ekonomik \u00e7arpan etkisini art\u0131rabilecek \u00f6rneklerdir. B\u00f6ylece kamu kesiminin tasarruf davran\u0131\u015f\u0131, sadece mali disiplini de\u011fil, kalk\u0131nma stratejisini de temsil eden bir yap\u0131ya d\u00f6n\u00fc\u015f\u00fcr.<\/p>\n\n\n\n<p>Hane halk\u0131 Tasarruflar\u0131: K\u0131r\u0131lganl\u0131k, Davran\u0131\u015f Ekonomisi ve Finansal Al\u0131\u015fkanl\u0131klar<\/p>\n\n\n\n<p>Hane halk\u0131 tasarruf oranlar\u0131, bir \u00fclkenin i\u00e7 tasarruf dinami\u011finin en b\u00fcy\u00fck bile\u015fenini olu\u015fturur. Ancak T\u00fcrkiye\u2019de hane halk\u0131 tasarruf oran\u0131 uzun y\u0131llard\u0131r d\u00fc\u015f\u00fck seviyelerde seyrediyor. Bunun alt\u0131nda birka\u00e7 temel neden bulunuyor: reel gelir seviyeleri, t\u00fcketim e\u011filimi, finansal okuryazarl\u0131k, tasarruf ara\u00e7lar\u0131na eri\u015fim ve enflasyon beklentileri.<\/p>\n\n\n\n<p>Gelir-t\u00fcketim ili\u015fkisi, hane halklar\u0131n\u0131n tasarruf e\u011filimini belirleyen en g\u00fc\u00e7l\u00fc fakt\u00f6rd\u00fcr. Gelirin d\u00fc\u015f\u00fck oldu\u011fu kesimlerde zorunlu harcamalar toplam harcama i\u00e7inde daha b\u00fcy\u00fck yer kaplad\u0131\u011f\u0131 i\u00e7in tasarruf yapma kapasitesi s\u0131n\u0131rl\u0131d\u0131r. Tasarruflar\u0131n bankac\u0131l\u0131k sistemine entegrasyonunun zay\u0131f oldu\u011fu bir yap\u0131da, uzun vadeli fon olu\u015fturmak m\u00fcmk\u00fcn olmaz.
