Gayrisafi yurt i\u00e7i has\u0131la (GSYH) art\u0131\u015f\u0131 bir \u00fclkenin refah g\u00f6stergesi olarak kabul edilirken, bu b\u00fcy\u00fcmenin kimler i\u00e7in, hangi ko\u015fullarda ve ne kadar adil bir \u015fekilde ger\u00e7ekle\u015fti\u011fi \u00e7o\u011fu zaman g\u00f6z ard\u0131 edildi. Ancak 21. y\u00fczy\u0131l\u0131n ikinci \u00e7eyre\u011fine girerken, \u201cinsan odakl\u0131 ekonomi\u201d anlay\u0131\u015f\u0131 hem teorik hem de politik d\u00fczlemde giderek daha fazla kabul g\u00f6r\u00fcyor. Bu yeni yakla\u015f\u0131m, ekonomiyi yaln\u0131zca bir \u00fcretim sistemi de\u011fil; insan\u0131n onuruna, refah\u0131na, sosyal adaletine ve s\u00fcrd\u00fcr\u00fclebilir ya\u015fam\u0131na hizmet eden bir b\u00fct\u00fcn olarak yeniden tan\u0131ml\u0131yor.<\/p>\n\n\n\n<p>B\u00fcy\u00fcmeden Refaha: Ekonominin Merkezine \u0130nsan<\/p>\n\n\n\n<p>\u0130nsan odakl\u0131 ekonomi modeli, kalk\u0131nman\u0131n nihai amac\u0131n\u0131 b\u00fcy\u00fcme oranlar\u0131ndan \u00e7ok, insan\u0131n ya\u015fam kalitesinde \u00f6l\u00e7er. Bu anlay\u0131\u015fta temel soru \u201cEkonomi ne kadar b\u00fcy\u00fcyor?\u201d de\u011fil, \u201c\u0130nsanlar bu b\u00fcy\u00fcmeden ne kadar faydalanabiliyor? \u201d dur. \u00c7\u00fcnk\u00fc bir \u00fclke y\u00fcksek b\u00fcy\u00fcme oranlar\u0131na ula\u015fsa bile, e\u011fer gelir da\u011f\u0131l\u0131m\u0131 adaletsiz, sosyal hizmetler yetersiz, e\u011fitim ve sa\u011fl\u0131k gibi temel alanlarda f\u0131rsat e\u015fitsizli\u011fi varsa, bu b\u00fcy\u00fcme toplumun b\u00fct\u00fcn\u00fcn\u00fc kapsayan bir kalk\u0131nmaya d\u00f6n\u00fc\u015fmez.<\/p>\n\n\n\n<p>Bu noktada Birle\u015fmi\u015f Milletler Kalk\u0131nma Program\u0131\u2019n\u0131n (UNDP) geli\u015ftirdi\u011fi \u0130nsani Geli\u015fme Endeksi (\u0130GE), insan odakl\u0131 ekonominin \u00f6l\u00e7\u00fcm\u00fcnde \u00f6nemli bir referans olmu\u015ftur. \u0130GE, ekonomik g\u00f6stergelerin yan\u0131 s\u0131ra e\u011fitim d\u00fczeyi, ya\u015fam s\u00fcresi ve gelir da\u011f\u0131l\u0131m\u0131 gibi insani fakt\u00f6rleri bir arada de\u011ferlendirir. Bu yakla\u015f\u0131m, ekonomik performans\u0131 yaln\u0131zca \u201cne kadar \u00fcrettik\u201d sorusuna de\u011fil, \u201cnas\u0131l ya\u015fad\u0131k\u201d sorusuna da yan\u0131t arar.<\/p>\n\n\n\n<p>T\u00fcrkiye a\u00e7\u0131s\u0131ndan da bu model giderek daha fazla \u00f6nem kazanmaktad\u0131r. N\u00fcfus yap\u0131s\u0131n\u0131n gen\u00e7 ve dinamik olmas\u0131, \u00fcretim kapasitesinin art\u0131r\u0131lmas\u0131nda potansiyel sunarken, bu potansiyelin insan odakl\u0131 politikalarla desteklenmemesi durumunda i\u015fsizlik, gelir e\u015fitsizli\u011fi ve sosyal d\u0131\u015flanma gibi sorunlar derinle\u015febilir. Dolay\u0131s\u0131yla, insan\u0131 merkeze alan bir ekonomi politikas\u0131, sadece sosyal adaletin de\u011fil, ayn\u0131 zamanda s\u00fcrd\u00fcr\u00fclebilir b\u00fcy\u00fcmenin de temelini olu\u015fturur.<\/p>\n\n\n\n<p>Eme\u011fin Niteli\u011fi ve Sosyal De\u011ferin Yeniden Tan\u0131m\u0131<\/p>\n\n\n\n<p>\u0130nsan odakl\u0131 ekonominin bir di\u011fer \u00f6nemli boyutu, eme\u011fin yaln\u0131zca bir \u00fcretim fakt\u00f6r\u00fc de\u011fil, ayn\u0131 zamanda toplumsal varolu\u015fun temel unsuru olarak g\u00f6r\u00fclmesidir. Klasik ekonomi modelleri eme\u011fi maliyet unsuru olarak de\u011ferlendirirken, insan merkezli yakla\u015f\u0131m eme\u011fi \u201cde\u011fer yaratan\u201d ve \u201csosyal b\u00fct\u00fcnl\u00fc\u011f\u00fc g\u00fc\u00e7lendiren\u201d bir unsur olarak ele al\u0131r.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede \u00fccret politikalar\u0131, i\u015f g\u00fcvenli\u011fi, \u00e7al\u0131\u015fma ko\u015fullar\u0131 ve mesleki e\u011fitim olanaklar\u0131 yaln\u0131zca ekonomik de\u011fil, ayn\u0131 zamanda etik bir sorumluluk alan\u0131 haline gelir. \u0130nsan odakl\u0131 bir ekonomide \u201cverimlilik\u201d sadece \u00fcretim \u00e7\u0131kt\u0131s\u0131 \u00fczerinden de\u011fil, \u00e7al\u0131\u015fanlar\u0131n memnuniyeti, yarat\u0131c\u0131 potansiyelleri ve psikolojik refah d\u00fczeyleriyle birlikte de\u011ferlendirilir.<\/p>\n\n\n\n<p>\u00d6zellikle dijital d\u00f6n\u00fc\u015f\u00fcm \u00e7a\u011f\u0131nda, yapay zek\u00e2 ve otomasyonun istihdam yap\u0131s\u0131n\u0131 d\u00f6n\u00fc\u015ft\u00fcrd\u00fc\u011f\u00fc bir d\u00f6nemde, insan odakl\u0131 ekonomi modeli \u201cinsan\u0131n yerine de\u011fil, insanla birlikte\u201d \u00fcretim mant\u0131\u011f\u0131n\u0131 savunur. Teknolojik yeniliklerin amac\u0131, eme\u011fi de\u011fersizle\u015ftirmek de\u011fil, insan\u0131n yarat\u0131c\u0131l\u0131\u011f\u0131n\u0131 desteklemek olmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Kapsay\u0131c\u0131 B\u00fcy\u00fcme ve Sosyal Sermayenin G\u00fcc\u00fc<\/p>\n\n\n\n<p>Bir ekonominin ger\u00e7ek g\u00fcc\u00fc, yaln\u0131zca sermaye birikiminde de\u011fil, toplumun b\u00fct\u00fcn kesimlerinin bu b\u00fcy\u00fcmeden pay alabilme kapasitesinde yatar. \u0130nsan odakl\u0131 ekonomi modeli bu nedenle \u201ckapsay\u0131c\u0131 b\u00fcy\u00fcme\u201d kavram\u0131na dayan\u0131r. Kad\u0131nlar\u0131n, gen\u00e7lerin, engellilerin ve k\u0131r\u0131lgan toplumsal gruplar\u0131n ekonomik ya\u015fama kat\u0131l\u0131m\u0131 bu anlay\u0131\u015fta bir se\u00e7enek de\u011fil, zorunluluktur.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede sosyal sermaye \u2013yani toplumun g\u00fcven, dayan\u0131\u015fma ve ortak de\u011fer \u00fcretme kapasitesi\u2013 ekonomik sermaye kadar belirleyici hale gelir. Toplumun kendi i\u00e7inde geli\u015ftirdi\u011fi sosyal dayan\u0131\u015fma a\u011flar\u0131, g\u00f6n\u00fcll\u00fcl\u00fck faaliyetleri ve yerel ekonomik giri\u015fimler, insan odakl\u0131 ekonominin do\u011fal uzant\u0131lar\u0131d\u0131r. B\u00f6yle bir modelde \u201ck\u00e2r\u201d kavram\u0131 yaln\u0131zca finansal de\u011fil, toplumsal fayda \u00fcretimiyle de tan\u0131mlan\u0131r.<\/p>\n\n\n\n<p>E\u011fitim, Sa\u011fl\u0131k ve Sosyal Politikalar: \u0130nsan Sermayesinin Temeli<\/p>\n\n\n\n<p>\u0130nsan odakl\u0131 bir ekonomi, yaln\u0131zca \u00fcretim s\u00fcrecinde de\u011fil, e\u011fitim ve sa\u011fl\u0131k politikalar\u0131nda da derin bir d\u00f6n\u00fc\u015f\u00fcm\u00fc gerektirir. \u0130nsan sermayesi kavram\u0131, bu modelin merkezinde yer al\u0131r. \u00c7\u00fcnk\u00fc \u00fcretimin kalitesi, do\u011frudan bireylerin bilgi, beceri ve motivasyon d\u00fczeyiyle ili\u015fkilidir.<\/p>\n\n\n\n<p>Nitelikli e\u011fitime eri\u015fimin e\u015fit hale getirilmesi, erken ya\u015fta e\u011fitime yat\u0131r\u0131m yap\u0131lmas\u0131, ya\u015fam boyu \u00f6\u011frenme sistemlerinin kurulmas\u0131 insan odakl\u0131 kalk\u0131nman\u0131n \u00f6n ko\u015fullar\u0131d\u0131r. Benzer \u015fekilde, kamusal sa\u011fl\u0131k hizmetlerinin g\u00fc\u00e7lendirilmesi, bireyin yaln\u0131zca hastaland\u0131\u011f\u0131nda de\u011fil, sa\u011fl\u0131kl\u0131 ya\u015fam s\u00fcrmesi i\u00e7in desteklenmesi gereklidir.<\/p>\n\n\n\n<p>Bu yakla\u015f\u0131mla tasarlanan bir ekonomik sistem, k\u0131sa vadeli b\u00fcy\u00fcme oranlar\u0131na de\u011fil, uzun vadeli toplumsal dayan\u0131kl\u0131l\u0131\u011fa odaklan\u0131r. \u00c7\u00fcnk\u00fc bir \u00fclkenin en b\u00fcy\u00fck zenginli\u011fi, do\u011fal kaynaklar\u0131 ya da sanayi \u00fcretimi de\u011fil, sa\u011fl\u0131kl\u0131, e\u011fitimli ve motive insan g\u00fcc\u00fcd\u00fcr.<\/p>\n\n\n\n<p>Yeni Denge: Ekonomi, Toplum ve \u00c7evre<\/p>\n\n\n\n<p>\u0130nsan odakl\u0131 ekonomi modeli, yaln\u0131zca toplumsal de\u011fil, \u00e7evresel s\u00fcrd\u00fcr\u00fclebilirli\u011fi de kapsar. \u0130nsan\u0131n refah\u0131, ya\u015fad\u0131\u011f\u0131 \u00e7evreden ba\u011f\u0131ms\u0131z de\u011fildir. Bu nedenle model, \u201cye\u015fil ekonomi\u201d ve \u201cd\u00f6ng\u00fcsel \u00fcretim\u201d ilkeleriyle uyumlu \u00e7al\u0131\u015f\u0131r. Enerji verimlili\u011fi, kaynaklar\u0131n adil kullan\u0131m\u0131 ve \u00e7evre dostu \u00fcretim politikalar\u0131 insan merkezli yakla\u015f\u0131m\u0131n ayr\u0131lmaz par\u00e7alar\u0131d\u0131r.<\/p>\n\n\n\n<p>Bu b\u00fct\u00fcnsel bak\u0131\u015f a\u00e7\u0131s\u0131, ekonomik b\u00fcy\u00fcmenin \u00e7evresel tahribat pahas\u0131na olmamas\u0131 gerekti\u011fini savunur.
